Dear Stu,
It is difficult to know exactly what the reference to dead end service is, but it might be a pipe that comes from a source to a valve so that when the last valve is not in service the fluid in the pipe does not move. This can be a problem with biological fluids, settling fluids, or reactive fluids where non fluid movement creates a problem. Lets suppose you have a USP water on a distribution system with several valves on a single pipe that stops at the last valve. All the valves after the last use valve are considered "dead end" valves or pipe. In that situation bacterial growth will likely contaminate the end of the pipe and back contaminate the flowing fluid at the use valve. To solve this problem the dead end pipe is converted into a circulating loop that will allow sanitation of the entire pipe if the distance between the loop and the valve seat meets sanitary design.
