why boiler drum steam header exit line having mostly ON/OFF valve or motor operating valve rather than control valve? any specific reason is there?

Yes,
At least in the US, code requires that boilers have block valves for steam isolation purposes. Control valves are notorious for leaking by, especially with superheated steam..
