A PhD or Master's thesis on how to do leak tests in an oil refinery? Im not sure you will have alot to write for your thesis. Perhaps you can elaborate what exactly your thesis will be about...

There is no book except for the pre-commissioning and commissioning manual issued by the client in which there are general points elaborated in 3-4 pages.
If you want to get more information on the leak test in Refinery,you will have to contact someone who have taken part in commissioning of a plant.
