What will happen if makeup water temperature of acooling tower increases from 25°C to say 40°C?

Heat loads of different process systems cooled by cooling tower water remain the same. We have no means to increase cooling tower flow and fan speed.

Not much impact. But you can minimize any effect by routing makeup water to the return header in lieu of the basin.
