The set pressure of a breather valve should be specified such that to be harmonized with other safety devices on the tank and its opening /closing wouldn't interfere with those of other devices...
Yes, it's actually a PVRV and the pressure part of breather valve will open at 200 mmH2O gauge while the vacuum part will open at -50 mmH2O gauge...
Please let's know your real confusion...

You can find useful information about guidelines of breather valves in API standard 2000 version 2013 and about Pressure safety valves in API 520 .

It is gauge...
Note that weight loaded breather valves require high overpressure to achieve full lift... As the overpressure gets higher, the size of the breather valve required becomes less.
Your maximum allowable overpressure is at 75%.

According to API 2000 7th Annex F.5, breather valve vent & vacuum set pressssure
pressure sequence is as follows.
: Tank design pressure > outbreathing set pressure > inert gas control pressure > Pump trip pressure
> Atmospheric pressure > vacuum set pressure
If breather valve is full lift type, you need to consider overpressure and blowdown of breather valve.
Tank design pressure (MAWP) shall be higher than overperssure of breather valve.

Please note that in atmospheric storage tank the overpressure shouldn't cause the relieving pressure in valve's full open condition to be more than tank design pressure. Then if there is considerable overpressure in breather valve's vendor data sheet you have to lower the valve's set pressure than the design pressure accordingly...
