I'm asking about Fired heaters startup and shutdown Procedures in petroleum refining Facilities?

It depends on the instrumentation and complexity of safety systems. For the simple cases, simply start flow in the tubes, light pilots, and start gas or oil to the burners. Shutdown is the reverse. Some of the old style air preheater systems greatly complicated the startup.
