I mean how can we account for the tubes within the shell.

I assume you could SWAG a guess using an assumed wall roughness value, but I'm curious as to what application you would need to know this for? Typically you have relatively high pressure inside the membranes to drive the reject stream out, and the amount of pressure drop I typically see in these units on that side is negligible in comparison. In my experience you see more pressure drop across the pre-filtration elements of a hollow fiber membrane package than through the membrane itself, and even that should not be much unless you have some plugging.
Sorry if this doesn't help you, but your question seems indicative of a HFM application that I'm not familiar with, so I'm wondering what that might be.
