What's The Meaning Of Floating In Flare System?

Hello,

 

I'm reviewing ITB document regarding flare.

In flare philosphy document, it says aboveground drain drum is floating on flare header but I cannot understand meaning of the "floating".

Drain drum has continuous nitrogen purge and PSV doesn't exist. However, 3" line is connected to flare directly.

If purge system is provided to make equal to drum's operating pressure as flare header pressure and venting line is directly connected to flare, will it be called "floating"?

I would like to know when can it be considered floating.

Yes, it could be called: the drum pressure is floating on flare header pressure...
