Why there is need to install breather valves (Pressure/vacuum relief valves-PVRVs) on external floating roofs on crude tanks?

When pumping into the tank, the floating roof could reach its maximum height (mechanical stops). Then, effectively there is no floating roof and venting is needed to prevent damage. Similar could be said when pumping out of the tank. The floating roof could reach its minimum height (mechanical stops/legs). Then again, effectively there is no floating roof and venting is needed to prevent damage. I know this ignores other safety features, but PVRVs are cheap compared to losing a tank and its contents. Besides, when one is emptying the tank for internal inspection /maintenance the all the liquid will have to be pumped out, right? Venting will be needed after the floating roof comes to rest on its legs.
