Recovering Evaporated Chlorine Gas

Chlorine gas is ejected into the water to form chlorine water inside the dipping tank.

This dipping tank have a big surface area so chlorine evaporation is high. 

The chlorine gas that is evaporated on the surface is sucked and directed to a scrubber. 

 

I'm wondering is there a way to reuse the evaporated chlorine gas before heading to chlorine scrubber (neutralized with caustic soda)?

If you want to recover excess pure chlorine gas exiting the surface of your "dipping" tank instead of neutralizing it to prevent atmospheric contamination, you could compress, cool, liquefy the Cl2 and return it back to your probable liquid chlorine storage tank.  The liquefaction of chlorine is relatively a simple process.

 

However, there are trade-offs.  Your dipping tank is going to have to be hermetic and free of oxygen or other inerts and you are going to have to dry the Cl2 to a very low moisture level.  This sounds like a good economic evaluation and justification project.

You may consider to introduce Cl2 into the vapor space of the dipping tank to reach H2O/Cl2 equilibrium under slight pressure with a pressure control valve instead of ejecting excessive Cl2 into the dipping tank.
