Can you recommend a recent reference for cost engineers to cost process unit equipments based on parameters (e.g. capacity, flow rate)

Consider this reference : Process Industry Economics  by David Brennan  -ELSEVIER

Note : When possible better to get a quote from Vendors !  For Engineering companies it's easier they own data from previous projects  .
