As part of a modular plant installation, I will need to hire a contractor to study the impact of the new plant to the existing flare system. I have 5 new pumps that use API-52/11 seal plans that will vent to the flare. Do flare studies typically include seal pot vents? Are these flows typically so low that they are considered negligible for the purpose of a flare study? If not, how do I estimate a "normal" vent rate and a "worst case" vent rate? Thank you for your help.

Experience says this is negligible, but we don't know the size of the existing facilities, nor the flare system size.
It should be easy to check by comparing nominal seal venting rates vs. flare capacity. I'd expect to see a difference of several orders of magnitude.
