Detailed engineering is more detailed. Before detailed engineering, you might know the vessel size and the number of nozzles. Afterwards, you will know the location of each nozzle on the vessel and which direction it points. Before you might know the approximate line lengths and line sizes. Afterwards you will know the exact lengths of each pipe section and where the elbows are located. Filling in the details can lead to discovery of small changes needed to fit everything together for best operation and maintenance. Basic engineering is good enough for a reasonable cost estimate but not good enough to send construction crews to the field.

The difference is Final Investment Decision (FID). BD is provided for Feasibility Study and/or Front-End Engineering Design before FID is made. DD is provided to execute the Investment Plan as a result of FID.

At the end of Basic Engineering, the capital estimate is believed to be about +/- 25% accuracy.
At the end of Detailed Engineering, the capital estimate is believed to be about +/- 10% accuracy.
Operating cost estimates undergo improved accuracy also going from Basic to Detailed Engineering.
Making a good business decision requires accurate capital and operating cost estimates.
