asgind,
The EPA website has a tremendous amount of information regarding dispersion models. The hard part for finding the right documents is using the right words. Once you find a good document look for key words that somebody previously used. I've been finding more and more that a good portion of publishers use similar terminology.
Good luck in your search

I dont remember any link is there to utilise dispersion modeling in IP 15 HAC, Please find the tips/guidance furnished below.
1. This will help you in locating the ignition source in the vicinity of hydrocarbon atmosphere.
2. Say you know the proposed distance of Ignition source from the Hydrocarbon equipment. In order to check the ignition source is at safe distance or not , run dispersion modeling for all the posible Weather Satability criteria applicable , findia LFL distance from Leak source. take Leak Diameter from flange or PT etc . After estimating the LFL distance and ensure that the ignition source is at safet distance or far away from LFL distance. I usually locate Ignition source atleast 1/2 LFL distance on conservative basis if lay out allows.
I hope that this clarify your query,
Good luck,
