Dear all

In our project we have two high pressure flare header: wet and dry.
These two header but have common K.O. Drum.
Headers will be connected to each other at upstream of the K.O. Drum.
My first question is that: what is basis of our designer for this design.
We have not access to our basic designer to ask it from him.

And my second question is that some PVS connected to high pressure header with operating pressure of around 3 barg.
But design pressure of corresponding equipment is 16 barg.
Our technical subcontractor set this design pressure and said that: we should set design pressure based on flare backup pressure. we have some low pressure flare header but If we assume that we want to connect mentioned PSV to high pressure header is it practical to use such high design pressure for mentioned equipment.
I can not find any commom practice for this problem. But I guess that it is right.
