I want to know about Gas Blow-by case for PSV?

A 3phase inlet separator at production unit with 14.8 barg pressure has 101 barg design pressure. The Hydrocarbon phase of this vessel after pass of 2 exchanger is sent to another 3phase separator with 10 barg pressure (12 barg design pressure). If control valve of upstream separator is failed, how can i calculate the rate of gas for blow-by case?

ok. I know gas blow-by will be happen when up steam liquid phase control valve is fail and gas from liquid line entered to down-stream equipment.

But I want to know for mentioned conditions have been described, how I can calculate the rate of gas for gas blow-by condition.
