Dear Sasi,
This is a specialized work;you require to refer/consult standard code(s) e.g API, NFPA etc.
However you must envisage the On-Fire Tank/equimpent scenario and all the nearby structures tankage(s) effected by the radiant heat from fire and Fire water needs for all such risks on downwind/upwind side etc.
Hope this gives general clarification for you to check/study for further work.
Best regards
Qalander

Firewater demand studies involve issue related plant safety and protection. The design shall be stamped and submitted for Authority approval. If your organization is lacking in this area, suggest you discuss with management to get certified engineers to conduct this study...

Read NFPA 15. It has guidelines on water demand per area of equipment. Good luck!
