Due to recieveing Gas Analysis Results that analyse by SGS, the C1, C2, C3, nC4, iC4, nC5 and iC5 is measured in unit of "ppm" and then to calculate % total gas, the equation for calculating it is;

Total Gas % = [1(C1) + 2(C2) + 3(C3) + 4(iC4)+ 4(nC4) + 5(iC5)+ 5(nC5)] / 10,000

when
10,000ppm = 1%
number 1, 2, 3, 4 in equation such as 2(C2), I think is the number of carbon atom in HC gas.

For the question,
"What value of C1, C2,... in ppm is measured from?"
"Why the value of C1, C2,... is multiplied by its number of carbon atom in HC gas such as ethane (C2) in ppm is multipied by 2 and devided by 10000 to covert to % C2?"

To support your query , please submit the SGS report . Too many things are unclear.
PPM = part per million , could be either PPM volume or PPM mass.
