Hello. Now I studying about overall system optimization on thermal power plant.
As you know, steam cycle goes to carnot cycle as considering large number of FW heaters as possible. 
But too many heaters, too much cost.
Any guide for determining moderate number of heater?

You describe a routine economic optimization problem. You recognize that as you add heaters, your operating return is increased. You can calculate a return yield for the capital cost of each incremental heater. The company paying for the project will have criteria for a minimal return on their investment. You should consider plant reliability, maintenance costs, plot space costs, money interest rate, opportunity costs, and other factors when calculating the return on investment. Plant design engineers use their best judgment to determine the configuration that would be most attractive to their customer.
