Cooling Water Side In Heat Exchanger

I might sound a little vague with my question but there is a basic doubt in my mind with this.
While using a cooling water heat exchanger what are the conditions/situations when we put cooling water in shell side and the other process fluid in tube side.

Generally its something like this

 

Fluids to be passed through the shell:

High viscosity fluids, fluids with a low heat transfer rate, and those undergoes a phase change

 

 Fluids to be passed through the tube:

Fluids at higher pressure, dirty and corrosive fluids and those which contain solids

 

I havent seen yet a heat exchanger with cooling water at shell side, unless you can guarantee that this water is very clean.

This topic of which side to place cooling water in a heat exchanger has been discussed many, many times and the recommendations and experiences have been submitted in great detail in past threads within our Forums.  Do not assume that the shell side is off limits to cooling water.  For example, practically all hot, high pressure fluids (such as interstage gas within a compressor ) that need cooling are placed in the tube side - which leaves the shell side for the cooling water.
