Twos sources you can refer to:
1. API STD 560 Fired Heaters for General Refinery Service- Annex G, Measurement of efficiency of fired-process heaters. Sub-section G.3 deals with Determination of thermal & fuel efficiencies
2. Handbook of Petroleum Processing, David Jones & Peter Pujado, Section 18.5 - Fired Heaters

I have done one myself. There is a lot of literature on the web. Hydrocarbon processing has some really good articles. I can give you the issues if you have access to them.
I assume you are going for the indirect method.
A good article came out on the July 2003 issue
"Flue gas analysis - a storehouse of information
Here's a step-by-step procedure to determine heater performance
R. K. GHOSH, Haldia Refinery, Indian Oil Corp., West Bengal, India"
This can be a good starting point.
If you need any more info, feel free to ask. I would also suggest to use this as a starting point and do your own calcs to be clear on things.
I assume you are going for the indirect method.

The "Handbbok of Petroleum Processing" gives an equation for heater draft which is as follows:
D = 0.187*H*(rhoa-rhog)
where:
D = draft in inches of water
H = height of stack in feet
rhoa = densiy of atmospheric air in lb/ft3
rhob = density of stack gases in lb/ft3at stack conditions
Notes:
1. Stack gas temperatures are lower by approximately 100 deg F than gases leaving the convection section.
2. Stack gases have a molecular weight close to that of Nitrogen.
3. Burner draft requirements are in the range of 0.2 to 0.5 inches of water.
