IS A PILOT OPERATE SAFETY VALVE HAS A BLOW DOWN ADJUSTMENT? IF IT DOES PLS. EXPLAIN TO ME HOW DO YOU PERFORM THE ADJUSTMENT.

Just by looking at figures 6-10 in API RP 520, I see that at least some pilot operated relief valves (PORVs) have a blowdown adjustment. For example figure 7 shows an adjustment ring at the bottom of the pilot valve, while figure 6 shows a variable orifice in the pilot line.
If your question is related to a specific brand and type of PORV, you may contact the vendor of that valve to ask if and how you can do the blowdown adjustment.
