Cooling Tower Deck Nozzle Sizing

We're having 2 cells of a 3 cell cross-flow cooling tower demo'd and rebuilt, 30,000 gpm total recirculation rate. The rebuild was supposed to be in-kind; however, I just found out that the new edck nozzles are 1 1/4" compared to the old nozzles at 7/8". In addition, there are ~150 additional nozzles with the rebuild. I'm concerned, 1) We'll never hold a deck water level, 2) The third cell will be water starved (it's an add-on for debottleneck).
Is there a calculation/spreadsheet out there I could use to check my vendor's design and try to determine what happened with the nozzle size discrepancy? My calcs show the total new nozzle area to be 2651 in^2 vs. 1212 in^2 for the old nozzles.
I have a bad feeling about this...

If you are now planning on putting the original 30,000 GPM total flow (10,000 GPM per Cell) over two cells instead of three than the nozzles orifice size and/or the number of nozzles would have to be increased. The nozzles should be sized to maintain four to six inches of head above the nozzles. I have been in the cooling tower repair, upgrade, design & construction business for 30 plus years and have accumulated a number of flow charts, curves, etc. for varouis metered orifice nozzles. If you would like, please do not hesitate to email me with the type of nozzle you have, flow rates, number of nozzles, or whatever info you have to determine the flow rate (GPM) per nozzle and I will send you what applicable info I have.

Sorry for the very late reply. We are putting 2/3 of the flow over 2 cells which is the same as previous. I received the tables that the vendor used to size the new nozzles and realized his design data which we supplied was old and incorrect. I had the tower manufacturer remove the 1 1/4" nozzles and replace them with the original size of 1". Hot water return deck levels have been very good post-startup with no issues.
