Dear all, I need help understanding a particular term in this API RP 521 equation for depressurisation rate manual calculation without process simulator.

 

This is from API RP 521 2007 5th edition. I have attached a screenshot of the equation that I need help with in this post. 

 

Does the term refer to the initial liquid inventory in the vessel?

It says:

 

"(qm,a.t) is used only for consistency, and qm,a has no physical significance"

 

I just want to know if I understand it correctly that the (qm,a.t) term refers to initial liquid inventory (i.e. before any depressurisation occurs).
