Hydrogen requirement in naphtha hydrotreating may include three aspects:
1, Chemical consumption for chemical reactions including sulphur, nitrogen removing, saturation reactions. If you know the naphtha composition, you should be able to calculate the hydrogen required for this part - very small part for naphtha hydrotreater.
2, hydrogen dissolved in naphtha.
3, To keep the hydrogen partial pressure, somewhat exhaust hydrogen will be released to flare and new hydrogen will be added to hydrogen recycle stream. This part hydrogen requirement is based on your unit pressure and product specification.
For hdyrotreating process, normally you specify the unit pressure, temperature, H2/oil (vol) ratio to keep the catalyst bed in a trickle bed range.

In addition to the points mentioned above by TS1979, take into account the olefins / unsaturated compounds present in the Naphtha feed, which will absorb hydrogen to be saturated.
So the % of cracked naphtha shall determine the amount of hydrogen required. Hope this helps.
