Relief Valve Replacement Frequency - Clock Starts When?

First time poster.  I'm an ME that's been in the chemical industry for 18 years, involved in project management, maintenance, mechanical integrity, reliability, etc. 

 

My question is does a relief valve replacement frequency include the time that the replacement valve is in stores, sitting on a shelf, tested and certified?  In other words, is the replacement frequency from the time it is repaired/tested until it is taken out of service, or is it only the time that it is actually installed in service?

It is a time in service.  For example, we have a lot of PSV's on a yearly schedule.  After about 1 year the in-service PSV is taken out, cleaned, inspected, refurbished, tested and put on the shelf.  The spare PSV is put in service, where it should be for about 1 year until the process is repeated.
