Does Final Control element's fail safe position (Fail open /Close) dictate Controller's action (Direct or Reverse) ?

An antisurge Valve for Centrifugal Compressor is a fail open valve, what would be the Controller action for the associated PIC?

A fail safe position is how the valve should operate when there is a loss of power (air pressure) or signal. Hence in loss of power or signal the valve controller nothing to act regarding the fail open position and the desired position has to be considered previously in internal mechanism of the valve at the design and manufacturing stage.
