There is a clearance between the baffle hole and tube OD which varies is 0.4 mm or 0.8 mm based on whether the unsupported length is greater than 36" or less than 36" (as per TEMA). Also, the baffles themselves are not welded to the shell or anything. They hang on tie rods attached between two tubesheets and are kept in place by spacers. So how exactly are baffles supporting the tubes?

During operation, do the tubes sag and start resting on baffle hole edges? Is that the reason why authors write baffles support tubes?
