rookie question...what does turn down of 60% for a plant mean...does it mean that it can run at 60 per cent of maximum capacity of 40 per cent of maximum capacity?

Turndown percent of 60% means the plant can be run within the range of the maximum capacity and 60% of the maximum capacity...

 

Foe such turndown percent, the turndown ratio will be 100/60=1.66
