can anyone tell me the flowrate turndown for an oil and gas elevated flare?
I tried to find this information on API 521 and API 537 but I didn't find it.

In general, flare systems are designed to maintain a non-flammable composition in the upstream piping even if the variable contribution from the process is zero.

Maybe my request was not so clear. I meant: which is the minimum flowrate that the flare can handle in comparison to the maximum flowrate? Something like 10% of maximum flowrate (turndown 1:10)?
I have experience where 5% of flowrate with high wind speed cause the flame to bend and damage the accessories on the top platform.

Flares get damaged and require inspection and maintenance. Flare designs differ and wind causes trouble. There is no general targeted turndown other than that required to control upstream flammability. Your individual flare system will have characteristics where it may not perform as intended under specific operating conditions. Flare vendors offer service to evaluate your system and will make recommendations for improvement. Flare tip design minimum flow should be available in the vendor documentation and the control system should maintain the requirements even if the variable flow from the process is zero. Sometimes the required flow changes as the flare equipment degrades from its original design. I have never seen a flare turndown 'rule of thumb' like you seek.
