Proper Read Of A Simple Temperature Control Loop

I would like to ask you a very simple basic question.

Let's asssume that we have a heat exchanger with a temperature controller at the outlet of the process stream and a control valve at the inlet of cooling water, which receives the input from the controller.
What is the best/most correct way to describe this loop?

The temperature outlet is controlled by the cooling water flowrate.

Or

The cooling water flowrate is controlled to get the required temperarure at the outlet of the heat exchanger.

Or

The temperature is controlled by adjusting the cooling water flow rate.

HI,

Are you sure the control valve will be placed at the inlet of the cooling water?  You need to ensure your HX is full of water all the time.

The temp is controlled by adjusting the water flow rate. Your valve is called a TCV.  loop: TT transmitter, TIC controller, TCV.

Thank you for answering me this very basic question regarding reading the loop.

Then the correct place of the control valve would be at the outlet of the cooling water?
