I am looking for information that justifies the mandatory floating seal.


In API 2000, fifth edition April/98, item 4.4.1.4 says that:

“…Open vents without blade cutters may be used to provide ventilation capability for any of the following:

For tanks containing oil or petroleum products with a flash point of 37.8°C (100°F) or higher, provided the contents are not hot and the fluid temperature remains below the flash point. ..."

The specification in Brazil for PF diesel and minimum QAV is: 38°C

The average temperature in our city is: 28°C / 29°C


I have to prepare a defense for the ANP that accuses us of not complying with the standard, even with the sales installation.

Are you a student in Brazil who is preparing a hypothetical explanation for an academic class of why an open vent is acceptable for a diesel storage tank? API 2000 has later editions which might carry more weight. The national petroleum agency may have its own rules that differ from API 2000.

But I still haven't been able to find any arguments that would prevent a Open vents from operating with  class II products. Because in my understanding, according to the standard item mentioned above, our diesel is within the requirements, without the need to add flame arresters.
Maybe the most current edition talks about it, but I don't have access.

I know of no standard that would prohibit open vents when the tank atmosphere is never in a flammable region. The burden of proof is on those claiming an open vent is unacceptable. After you are supplied with that evidence, then you can analyze it to see if it applies to your situation.
