Can any one help me:
Do we need to install vortex breakers, if outlet nozzle (10") on a conical potable water tank (2000 m3) is on side. Pumping capacity is 110 m3/hr.

If you don't mind sucking air into your pump suction, then you don't need a vortex breaker. Alternately, if you can guarantee that the liquid level will always be sufficient so that a vortex that reaches the outlet nozzle is not possible, then you can dispense with the V.B. Else, you should install one.
To check the criteria for self venting flow to see if situation #2 applies, YOU will need to search the internet or other references to find the applicable formulae. Then you can determine the minimum liquid level you will need. (Practically speaking, a V.B. is simple and inexpensive, and I fail to see why you would NOT want to install one. They may be used for bottom OR side OR top outlets.)
