Potassium phenate can be viewed as a salt, of phenol and potassium hydroxide. The phenol will be present as the C6H5O- ion, and will have a strong affinity for water.
Unless you acidify and return the phenate ion to phenol, you will not find a suitable extration solvent.
Under acidic conditions, about any immiscible solvent would do (MIBK,toluene, ....) just to name a few.
The choice will be yours, and will depend on subsequent separations. I like the light solvents, because they are easy to recover by distillation, and also easy to strip from the water layer. Safety and toxicity will be an issue.
