ours is 0.1 mmta / 2000 bpsd straight run refinery with naphtha, sko, hsd, lshs( low sulphur heavy stock) products. crude is of 0.805 specific gravity and diesel production is 110 m3 (max). the sulphur content is 0.024 %wt mass (max). in order to meet euro IV standard for high speed diesel ( < 50 ppm) , please suggest some desulfurization processes which is cost effective. utilities not a constraint

2,000 barrels per day of crude oil equals about 100,000 metric tons/year ... is that what you meant by 0.1 mmta? That is a very small refinery!

Also, is the diesel production 110 m3 production per day? That is about 690 barrels per day.

Does your refinery include hydrodesulfurization and catalytic reforming of the naphtha? If so, is there sufficient excess hydrogen available to consider hydrodesulfurizing your diesel to the Euro IV standard?

Whether you can use hydrodesulfurization or any other process, it is going to be very, very difficult to be economically viable on such a small scale. In fact, I wonder how a refinery as small as yours manages to stay afloat economically.
