Oily Water Sewer Drain Question

I have two oily drain valves located in two different places. One located in the pump drain location, and the other located the
the cooler's low drain point. I also have a sampling line which designed to not return back into the process stream
so I tried to alocated this sampling line to the OWS(oily drain sewer).
I wonder is any design basis to choose which OWS location
is better, such as the lowest point of OWS is better choice.
