We have a vacuum system consisting of vacuum ejectors with BDO vapours as motive fluid and condensers

vacuum condenser have following details:

Shell side data:

Cooling water at 5 barg, design 10 barg & FV, design temp 185 deg C

Tube side data:

BDO (Butane diol) vapours (condensables) at vacuum, design pr 0.5 barg & FV, design temp 300 deg C.

 

Vertical condenser, TEMA Type- R (NEW)

 

My doubt is tube is exposed to vacuum inside the tube and 5 barg at outside the tube. Is it correct to have tube design pressure (in this case 0.5 barg) less than maximum exposed pressure (in this case 5 barg at shell side). Give the reason and reference supporting standards, codes, documents to support your answers.
