Do you konw what is the different between api 2000old revision and new revision 2009about calculating the inbreathing and out breathing

Oh yes,

there are several posts regarding this here already; there are main differences as with the 2009-edition API 2000 changed the whole set of formula and adopted the ISO 28300. But still there is an annex where the old formula are "saved" under certain conditions.

For example the vacuum flow rates will be much higher (factor 2 - 4) than before, and there is information about isolated tanks as well as inertization.

It is advisible to use API 2000 March 2014 edition. As the inbrithing/outbrithing flowrate has been reduced drastically if you consider level-1 and specific type of flame arrester (Refer Annex F). The requirement reduced to almost 10% of the flow as calculated earlier. This would reduce your opex interms of blanketing requirement and also capex interms of low capacity nitrogen package if it is green field.
