Hi,
You may want to perform some calculation based on statistic data from meteorological bureau (RH and ambient temperature). I did once when I was working in Indonesia.
This may comfort you in your decision based on realistic data.

If we have to choose between two wet bulb temperatures 15 and 18oC. Then, 15oC can lead to a more efficient cooling tower.
Hi,
Wet bulb temperature is the lowest temperature a portion of air can acquire by evaporating only. Hence as the RH decreases, the wet bulb temperature becomes lower and vice versa...
Then it highly depends on the RH of the area where the cooling tower is being to install.

If the vendor asks about it, then?
I would look for a more knowledgeable vendor. Marley has never asked me for this. I am powerless to control the climate/weather; no one can. The local historic weather/climate must be consulted. A good cooling tower company will consult reliable resources for this data and have it ready to use. Our scope is the process.

I am in the process of understanding the cooling tower process. It looks interesting and challenging.
Most probably, I will come with more questions.
