how would you design a heat exchanger that will heat ethanol from 25 degree celsius to a temperature of industrial importance? using tank coils or the plate heat exchanger?

The type of exchanger needed or desired for a specific application is not determined by the inlet temperature.

Tell us the application, the pressure, temperatures, fluids (and their condition, purities), flow rates, and other pertinent data and we can then recommend a type of exchanger.

Since you haven't given us much, I correspondingly can't state much.
