Thanks for your suggestion on "Process plant commissioning" by David Horsley (I wish I'd known it before!). A new book on the subject (2011) is by Martin Killcross, but no criticism is known, http://www.bookfinder.com/search/?author=&title=process+plant+commissioning&lang=en&submit=Search&new_used=*&destination=gr&currency=EUR&binding=*&isbn=&keywords=&minprice=&maxprice=&mode=advanced&st=sr&ac=qr.
I understand from post No 1 that the relevant write up of this student work can be limited to principles rather than detailed procedures. And these principles can be collected from above posts, containing useful information. Instructor's view had better be taken into consideration too.
Another item worthy of mention is what utility installations have to undergo startup before the commissioning and startup of the "LPG storage and recovery". These have to be nitrogen supply (internal or external generation), fire water, raw water, most probably steam (for heating or steam out), flaring, and other, depending on the specific requirements.
