Dear All
Refer to attachment you can find a PID for Atm Tank (C4-C7 Hydrocarbon).
But inlet arrangement of this tank has some special design:
There is a degassing drum with a request to have 2000 mm inlet line to this drum as horizontal. What is function of this horizontal line?
Also Inlet valving arrangement for Nitrogen Blanketing is not usual as noted as Instrument package? Is there any integrated package from vendor with this arrangement?
And as final item in outline line of Purge to Flare and before PCV there is a FE (Flow element). By knowing that Tank is Atm, is it possible to use such Orifice flow meter in top section of the tank?

For the first question:

Supplying a sufficiently long straight run for the entering fluid to be fully developed. The full development of the entering flow prevents unequal distribution of the fluid inside the drum.

Two other question are not so clear to be answered.

My answer to your second question:
The blanketing gas reducing arrangement looks strange. You can have self actuated PCV from vendors like fisher. Give your process details they will size it for you.

3rd Question:
You can't install orifice flow meter if the pressure is less (as u said atmospheric tank).
I suggest you to put the flow meter in the blanketing gas inlet, if you want to account for it..
normally inlet flow will be the same as your venting flow.
